This report presents the findings of a study conducted to document the cumulative outcomes and impact of 108 national demonstration projects which started between 1991 and 1997, funded or co-funded by the HIV/AIDS Bureau, Special Projects of National Significance (SPNS) Program of the Health Resources and Services Administration (HRSA) of the U.S. Department of Health and Human Services. The projects were funded for the purposes of developing, evaluating, and disseminating new service models for HIV/AIDS. At the time the projects were studied in 2003, about nine years had elapsed since the initial projects ended while two years had elapsed since project completion for the most recently funded projects. The time intervals both during and after the grant periods were studied. This study represents a cross-cutting evaluation of the outcomes achieved by these programs during their funding periods, the sustainability of the projects after the funding period ended, and the larger impact of this national program of HIV/AIDS services demonstration projects.
