Evaluation & Research Tools

Evaluation modules and other instruments are presented that have been used in federal and local evaluation studies. These instruments may be used for evaluating HIV/AIDS, human services, substance abuse, and healthcare programs. The instruments derive from TMG experience in working with more than 60 projects throughout the United States, and many have been used with thousands of individuals from very diverse backgrounds. Instruments, instructions, and context are part of this section. Related Knowledge Base sections of the web site present empirical reliability and validity studies on selected instruments. Instruments given in this section have been developed by The Measurement Group and used in various forms in national demonstration projects funded by HRSA, SAMHSA, CSAT, CSAP, CDC, CMHS, and NIDA.


Instruments

The Measurement Group develops instruments that can be used for many purposes. Since a large amount of our recent work has focused on evaluating national demonstration programs on HIV/AIDS, many of the instruments posted on this web site were developed within that context. Note, however, that many of the instruments listed below are general purpose ones that can be easily adapted for other purposes.

General Purpose Instruments Developed by The Measurement Group for the Cross-Cutting Evaluation of the HRSA SPNS Innovative Models of HIV/AIDS Care
This section provides access to a very general set of evaluation tools including measures of client-patient characteristics, service utilization, quality of life, psychological functioning, social functioning, HIV-medical outcomes, and satisfaction with services. It also provides measures for the quality of training and technical assistance provided on topics related to HIV/AIDS. These instruments are appropriate for use in studies of HIV/AIDS and in other health system evaluations.

Evaluation Report Forms for the JAHF Institute for Geriatric Nursing
All John A. Hartford Foundation Geriatric Nursing Initiative grantees participate in a cross-cutting evaluation conducted by The Measurement Group, the independent evaluator for this Initiative. The general evaluation design was developed during the first year of the grant through the consensus process with grantees, which include the American Academy of Nursing, the American Association of Colleges of Nursing, the Hartford Institute at NYU, and the five Centers of Geriatric Nursing Excellence along with the staff of the Foundation. The major domains assessed for each project has been agreed upon and, in all cases, implemented into self-administer electronic evaluation report forms which are currently being used for data collection. Individual – but parallel – forms have been developed for all major program components.

Metro DC Collaborative for Women with HIV/AIDS Needs Assessment Instruments
Evaluation instruments developed by The Measurement Group to conduct need assessment among healthcare and social service agencies in the greater Washington D.C. area.

Evaluation Instruments for the HIFY Empowered Youth Evaluation (EYE) Model
The Measurement Group in collaboration with the Youth Health Initiative (YHI) at Health Initiatives for Youth (HIFY) developed the Empowered Youth Evaluation (EYE) Model. The EYE Model allows youth to become active collaborators in program evaluation, and gives young people a role in designing and implementing the evaluation of youth services.

Data Mining and Statistical Modeling
Examples of data mining and statistical modeling. The Measurement Group develops appropriate results models using a variety of methods ranging from data mining methods for large data warehouses to special statistical models optimized for very small samples.

Presentations on Evaluation
This link goes to presentations made by The Measurement Group and various national demonstration projects on evaluating HIV/AIDS, medical, and social service programs. Presentations range from those which are mainly theoretical (covering various evaluation topics) to those which concern themselves with issues of implementing evaluations in various settings.
