Linking HIV Seropositive Youth with Health Care: Progress of the

Using existing HIV/AIDS surveillance records, MDH staff located eligible
participants, assessed their health care needs, and facilitated referrals to
community-based, adolescent case management services. The intervention comprised an
augmentation of traditional partner notification services and a novel collaboration
between public health and HIV health care providers. Evaluative Methods: A Before-After
trial was conducted to study changes in the proportion of HIV+ youth enrolled in case
management services after the model was implemented in 5/92. Sources of data were MDH HIV
surveillance records, face-to-face structured interviews, and case management records.
Results: 67% of eligible clients were located and interviewed, both before and after 5/92.
After the model was implemented, the proportion of participants enrolled in case
management services increased significantly (chi square value 3.65, P<.01), from 33%
(20/60) to 58% (37/53). Intervention outcomes did not vary significantly with
participants demographic and transmission characteristics. Conclusion:
Implementation of the Adolescent Early Intervention Project was associated with a
significant increment in the proportion of youth enrolled in case management services.
