Presentation Abstract
HIV Special Needs Plans Development. I Feldman, E Anderson, H Cruz,
H Plavin, J Anarella, H Fillmore. New York State Department of Health, AIDS Institute,
Albany.
Issue: The progression to mandatory Medicaid managed care in New
York State raises many questions as to how the organizational fiscal and administrative
structural components of the HIV continuum of services developed over the last decade in
NYS will evolve.
Project: In an effort to utilize the current HIV continuum of
services in planning for the delivery of HIV managed care services New York State awarded
2 million dollars in planning grants to 18 health related organizations to help develop
special need managed care plans for Medicaid patients with HIV disease. Organizations
receiving the grants will be responsible for evaluating the health care needs of persons
with HIV in various regions of the state and developing special managed care models to
meet those needs.
Results: Organizations representing the full range of HIV services
received awards including AIDS Centre hospitals, Community Based Organizations, Health
System Agencies, Health Maintenance Organizations, and an HIV Chronic care providers.
These organizations represent unique potential models of managed care and will produce
organizational, administrative, and fiscal information necessary for NYS to develop
appropriate standards and licensure requirements for HIV Special Needs Plans.
Lessons Learned: Organizations who have demonstrated expertise in
HIV care have had the developmental experience of providing services in a system that has
utilized unique administrative organizational and fiscal responses to provide HIV care.
Involving these providers in the developmental exercise of Special Needs Plans is the goal
of NYS.
