Outcomes and Impact from HRSA HIV/AIDS Special Projects of National
Significance Funded Between 1991 and 2002: Follow-up from Two to Nine Years
after the Funded Period

This report presents the findings of a study conducted to document the
cumulative outcomes and impact of 108 national demonstration projects which
started between 1991 and 1997, funded or co-funded by the HIV/AIDS Bureau,
Special Projects of National Significance (SPNS) Program of the Health
Resources and Services Administration (HRSA) of the U.S. Department of
Health and Human Services. The projects were funded for the purposes of
developing, evaluating, and disseminating new service models for HIV/AIDS.
At the time the projects were studied in 2003, about nine years had elapsed
since the initial projects ended while two years had elapsed since project
completion for the most recently funded projects. The time intervals both
during and after the grant periods were studied. This study represents a
cross-cutting evaluation of the outcomes achieved by these programs during
their funding periods, the sustainability of the projects after the funding
period ended, and the larger impact of this national program of HIV/AIDS
services demonstration projects.
Results and
Recommendations from the Evaluation of the HRSA/HAB/SPNS Cooperative
Agreement Projects on Innovative Models of HIV/AIDS Care
In 1994, HRSA funded 27 Cooperative Agreements to develop and evaluate
innovative models of HIV/AIDS care. The models funded included projects
focused on developing HIV/AIDS managed care models, Community Based
Organizations working with targeted high-need and vulnerable populations,
university-based models of comprehensive and integrated medical and
psychosocial services, projects specializing in training healthcare workers,
and projects that sought to enhance the HIV/AIDS services infrastructure.
The results and recommendations given in this report derive from a series of
cross-cutting evaluation studies of these projects conducted between 1994

Trainings Outcomes
Interview Study
This study presents findings from 218 interviews with service providers who
participated in training experience(s) offered by the SPNS projects
providing training in approximately the prior year.
Infrastructure-Advocacy Work Group
Qualitative Evaluation Report
This report discusses approaches used by the Infrastructure - Advocacy Work
Group to develop, improve, and/or refine HIV care and service delivery
systems. The Infrastructure - Advocacy Work Group consists of the Center for
Women Policy Studies, Hektoen Institute for Medical Research/Cook County HIV
Primary Care Center, Health Initiatives for Youth, Indiana Community AIDS
Action Network, Michigan Protection and Advocacy Service, Missouri
Department of Health, SUNY Health Science Center at Brooklyn, and the
University of Texas Health Science at San Antonio.
The Comprehensive
Healthcare Work Group Qualitative Evaluation Report Summary
This report was developed by HRSA/HAB's SPNS Cooperative Agreement
Comprehensive Healthcare Work Group and The Measurement Group to educate
people about their projects, their experiences, and the lessons learned in

PROTOTYPES WomensLink: Evaluation
Report
This evaluation report presents data supporting the outcomes of women
living with HIV/AIDS who participated in services at PROTOTYPES
WomensLink between October 1994 and September 1999 as part of a model
community-based program funded by a Special Projects of National
Significance (SPNS) grant from the Health Resources and Services
Administration, HIV/AIDS Bureau.
Issues in
Implementing a Managed Care Home Health Services Delivery System for
Patients with HIV/AIDS: A Case Study by the Visiting Nurse Association of
Los Angeles
This report examines various cost, implementation, and evaluation issues in
a Transprofessional Model. The Transprofessional Model was designed by the
Visiting Nurse Association-Los Angeles to provide capitated end-stage care
for persons with HIV/AIDS utilizing multidisciplinary teams of healthcare
professionals.
Indiana Community AIDS Action
Network (ICAAN) Evaluation Report
This evaluation report on the Indiana Community AIDS Action Network (ICAAN)
HIV Advocacy Program describes legal advocacy services provided through this
program. ICAAN's HIV Advocacy Program was designed primarily to reduce
discriminatory barriers which prevent people with HIV from receiving a full

The Infrastructure for
Adolescent HIV Services in Six Cities: A Cross-Cutting Evaluation of the Health Resources
and Services Administration Special Projects of National Significance
Program
This report summarizes the findings of adolescent care projects in six cities
(San Francisco, Boston, Los Angeles, Bridgeport, Seattle, and Birmingham) in relation to
evaluating the service infrastructure for HIV-related youth services. The report looks at
the type and quantity of HIV-related service availability for youth in each city as well
as the barriers to providing such services. In addition, this report documents the
cohesiveness of the service continuum as well as service provider consensus of HIV youth
services design.

Health
Initiatives for Youth: A Model for Youth as a Resource in Program Evaluation
This report demonstrates how HIFY used an Empowered Youth Evaluation (EYE) Model (developed in collaboration between
The Measurement Group and the HIFY-YHI team) in which youth are empowered to help other
youth through skill building, shared activities, and effective communication. Evaluation
forms from the cross-cutting evaluation of HRSA/HAB's SPNS Adolescent Care Projects
were used to document client characteristics and services provided. Project specific
evaluation tools were developed in collaboration between The Measurement Group and the
HIFY-YHI team and were used to evaluated specific events and activities conducted by the
HIFY-YHI team.

Ryan White Title I Eligible Metropolitan Area
Several studies were conducted for the Ryan White Title I Grantee (the
Broward County Board of County Commissioners) through the Broward County
Human Services Department (Substance Abuse and Health Care Services
Division) under contract to the Broward Regional Health Planning Council and
under advice from the Ryan White Title I Planning Council.
